The literal answer to that question would be "Yes." A number of people have received their refunds.

When did you file, and was it by efile, or did you file by mail? If efiled, was the efile accepted for processing? If you used Online TurboTax, you can check at the Tax Home.

If you efiled, and you have confirmed it's been accepted, what do you see at the IRS "Where's My Refund" tool for the status of your Federal refund?
