I amended my 2023 return and sent it online. My 2022 return was to be mailed in, but I didn't get a chance to do it. The IRS owed me money from my amended 2023 return, but took out money from my 2022 return. Do I need to amend the 2022 return again since they took money that I didn't actually owe?

Not sure what you mean when you say you "did not get a chance to do it" in regard to your 2022 return. Do you mean you did not even prepare a 2022 return? Or do you mean you prepared one but just never managed to put it in an envelope and take it to a mailbox?

If you did not even file your 2022 return by e-filing or by mail, it has never been sent to the IRS at all. You do not "amend" a return that has never been filed or processed. The only way to file a 2022 return now is by mail. You can still print it, sign and date it, and mail it in.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
