@marianne-t-morrison , if you are saying that your status at WMR ( Where is My Return) at www.irs.gov is showing as "pending, it is in the hands of IRS. I would suspect that because of the shut down, IRS is working with only essential staff and therefore it will be hard to get any answers. From what I see from IRS, the TACs are closed/unstaffed, refunds are going out only for Direct Bank Deposits etc. However, if there is any human intervention ( because the processing flagged the return for some reason ), then it will be held up. So just have to wait till the shut down is over and things get un-clogged.

If it is a State return issue then you need to call the your State DOR and they should be able to tell you the reason and ETA of refund.
