Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.

Your tax return is the form you send to the state that shows your income and calculates your tax. The money that the state sends back to you is your refund. You will not receive your state return. You sent your return to the state. After the state processes your state tax return you will receive your refund.

TurboTax does not get any information from the state about when you will get your refund. The only way to get the status of your state refund is on the state's tax web site, or by contacting the state tax department.
