I figured it out. If you go on Georgia department of revenue website into audits and click contact us it shows a disclaimer saying anyone who received a follow up form “ refund claim” which is what mine said in the RE: part of the letter. That we should disregard it because it was sent in error to taxpayers by the department.

It's a general disclaimer that they can still audit a filed return up to the Statute of Limitations period for the state.
