You have to go to Step 2 in the FILE section.

You cannot change banking information while your return is in pending, nor can you change it after the return is accepted. The IRS does not allow it.

Ive switched banks, turbo tax shows my old account pre populated. There is no option to update account and routing number

I am trying to change it prior to filing. The numbers are blue but I cant correct them.

Your bank from last year may be selected with a radio button, but there should be a blue link to 'Change Bank' below it. Click on that, and you can enter new Routing/Account numbers.
