&lt;P&gt;Through the Treasury Offset Program (TOP) program, (BFS) may reduce your refund (overpayment) and offset it to pay:&lt;/P&gt;

 &lt;LI&gt;Federal agency nontax debts;&lt;/LI&gt;

      <description>&lt;P&gt;please clarify - who is trying to take the amount out? &amp;nbsp;Are you sure you had a refund? &amp;nbsp;Is the amount that is being taken out the same as the refund amount?&lt;/P&gt;
