To revisit that section:

Go to Federal
Go to Wages and Income (Personal income in TurboTax Home and Business)
Go to the Interest and Dividends section
Select 1099 OID, Foreign Accounts
Uncheck Owned or signed on a foreign bank, broker, or other financial account

In TurboTax online

Select Wages and Income
Scroll down to Less Common Investments and Savings
Select 1099-OID, Foreign Accounts
Uncheck Owned or signed on a foreign bank, broker, or other financial account

Thank you for your response! I have taken the steps you mentioned. However, after I go through the steps and make sure no foreign accounts are selected, TurboTax does not correct itself and is still telling me I have to pay for Deluxe at the end.

I would suggest to clear and start over then. Make sure that you do not mark you have a foreign account. Once it upgraded you to Deluxe, you won't be downgraded to the free version.

Open your return if you haven't already.
Select Tax Tools from the left menu, then Clear & Start Over.
Select Yes to confirm.
