I didn't have to deal with this ... The last 2 or 3 years that I used Turbo Tax ... My best experience was the first time ... but I got less money back each time after and it has gotten more complicated

Did you have health insurance from healthcare.gov? AKA "marketplace" insurance, "Obamacare", "Affordable Care Act" insurance. If so, you have to enter your 1095A. If you did NOT have that kind of health insurance you should answer NO to the question that asked about it.

How are you stuck on this----do you--or should you-----have a 1095A?

First, did you or someone in your tax family have health insurance coverage from the ACA (the federal or a state marketplace)? If so, did you (or they) receive a 1095-A?

Is your issue in entering the 1095-A? Where are you getting stuck?
