Negative balance

They tried to take what I owed in state taxes and my account was negative I guess I didn't fully understand the question when they asked for a date to do so and now my account will be negative until my federal refund come what I owe in state does not outweigh my federal refund need to know if they are just going to take what I owe out of my federal when it arrives or will it still come regardless and they leave it up to me to make the payment

It sounds like you had to pay your state taxing agency for taxes that were due with your return but you did not have enough in your account to pay. If that is correct, you will need to contact your state agency using the information in this link. The federal and state returns are independent of each other so one refund cannot be used to offset the tax due to the other agency.
