So if they RS says my refund is approved and has a date for it to be sent to my bank with no messages and no tax topics listed does that mean I’ll get my entire refund or could it still possibly be offset the BP system said that they may be taking Offset

Assuming you meant "IRS" - if you used their "Where's My Refund" page and it shows a date, then you should be receiving a refund on or about the date they entered.

However, if you owe money to other agencies and may be subject to offset, in addition to following the steps suggested by @xmasbaby0, you may wish to order a transcript of your IRS account to determine the status and how it may affect your refund. See here for more information and instructions. You can sign up for an online account, or request a transcript to be received by mail.

There are several different types of transcripts. For detailed information including most line items from your original Form 1040-series tax return as filed, along with any forms and schedules, request a Tax Return Transcript.

If you see a Code 898 on an IRS transcript, this means that at least part of your refund is being applied to outstanding non-IRS debt through the Treasury Offset Program (TOP). These debts could be almost any type of outstanding, delinquent debt, but they are most often related to student loans, state income taxes, and child support.

This transaction code posts with the transaction date of the refund from which it originated, and does not relate to when the amount will be received by the person or agency for which it is intended.

See here for more information on IRS transaction codes.

@Chrissyd1007
