I am in the same boat as you. I was scheduled by the IRS (where's my refund) and it too said that it was scheduled for 02/23/2017. When I checked today it still didn't go into my account as scheduled. It's irritating. I'll update you once i receive my refund. Hopefully it will be the day after the 23rd. I suggest calling your bank if thats how you have it set up.
