The IRS requires social security numbers if the grandchildren are to be claimed as dependents. You could:

File the tax return without the dependents, then amend the return when you receive their social security numbers, or,

File for an extension. You get six additional months to file with an extension using Form 4868. You must file the extension by the due date of your return and pay any taxes that you owe. You will have to estimate the taxes that you owe as the extension only provides you with more time to file, not more time to pay taxes.

Also, visit your local social security office in person to inquire about the holdup or get a reasonable estimate of when the numbers will be issued.
