My state form (MO) was accepted on Friday (4/12), but as of today (4/16) my account had not been debited for the amount I owe. Is that normal?

Yes that is normal. It could take a few days for the payment to process.

At what point should I be concerned? A week or more?

Give it two weeks from yesterday (April 15). If not by then you can give the Department of Revenue a call to verify payment received.

Over the weekend there was a "pending" debit from MO Dept of Revenue but it said for $0. Any idea what that meant? Is that indicating that it will be coming soon?

Yes, that happens when they are validating your bank account.

You might be able to look at your State Dept. of Revenue website to see when it's actually posted.
