Form 8453 Returned - Twice

I printed Form 8453 as prepared by Turbo Tax, and mailed to the address listed. It was returned to me, with no reason why. I went to the post office, they verified that the correct amount of postage was attached and sent it again. It was returned again, with no explanation why. It hadn't been opened. How do I get this submitted to the IRS if they keep returning it?

That's the address I used. Should I send via Certified Mail instead of regular?

Regular mail should be fine. Must be a postal issues, especially if there is no reason listed. Make sure your return address is smaller than the IRS address on the envelope. Their auto reader could be reading the wrong address.

Thanks for this suggestion. Both labels were printed from the same machine, and font was the same size. I'll send again, but hand print the return address.
