Is it possible to receive refund advance from federal if you owe state taxes? Can federal taxes be paid using refund advance if eligible?

too late for 2023 returns. closed at the end of February.

Even if the refund loans were still available, the loans were based on the federal refund. If you owe the IRS you are not getting a federal refund and would not be able to get a loan. They do not give refund advance loans for state refunds.
