Where is it saying 2-19? The date TT gave you is nothing more than an estimated date. If you are not seeing information on the IRS site, make sure you are using the right information for the site.

Sometimes people get confused by the “summary” given by TurboTax and use the wrong amount for the federal refund. Make sure you are only using the federal refund amount, and not an amount that combined your federal and state refunds.

You can't get your refund until the iRS gets and accepts your return. from then it can take 21 days give or take,.
