Wisconsin does allow a deduction for medicare insurance premiums on Schedule SB-1 even though the social security benefits are not taxable. Other tax program automatically do this. So be aware of Turbotax problem here. Instructions for Schedule SB (Page 2) clearly state "...If you are receiving social security benefits the amount paid for medical care insurance includes the amount deducted from your monthly benefit for Medicare insurance (for example, Parts B and D)...."

It would be nice if TurboTax did this automatically. Perhaps spend less on the Super Bowl and hire a competent technician

You are correct. WI does have medical premium deduction that includes amounts paid with social security benefits. In the WI state interview you will arrive at a page for "Medical Insurance Premium Deduction" and are requested to enter premiums you paid for medical insurance "including amounts taken out of social security benefits parts B and D."

Why doesn't TurboTax do this automatically as it does for taxable WI state tax refunds and Social Security benefits?

Other tax programs do this automatically. Again, seems like an easy fix with a competent programmer.

Yes, the Wisconsin medical care insurance premium deduction includes Medigap (Medicare Supplement) premiums.

In Wisconsin, the definition of "medical care insurance" for this subtraction is broad. According to the Wisconsin Department of Revenue (DOR) guidelines, it includes any policy that provides "surgical, medical, hospital, major medical, or other health service coverage."
