I e-filed my 2023 federal and state taxes with Turbotax on-line. I would like to download the comprehensive pdf file that includes worksheets, etc. Is the "Add Another State" workaround the only way to do this? This used to be easy with the CD desktop version Forms option.

No, you do not have to Add A State.

Sign in and open or continue your online return. Select Tax Tools. Select Print Center, choose Print, save, or preview this year's return, and follow the instructions. If you haven't yet paid your TurboTax Online fee (or registered, if you're using a free version), you'll need to do so before you can save the PDF.

Tax Tools is not available on the left menu AFTER e-filing with Turbotax Online. The only workarounds I've found were to select either the "Add a State" or "Amend Return" buttons. Am I missing something?

Yes use Add a State to let you back into your return. Then the Tools menu will open up. Do not click on Amend.

Thanks. Seems like Turbo Tax could eliminate the need for this cumbersome and not-so-obvious workaround.
