Why did my refund advance get denied after I was told that I was approved for 3 thousand?

I filed my taxes and submitted everything on the 24th of January and I checked the status of the refund advance today, because the IRS started accepting e-files on the 29th of January, and it stated that my advance got denied after confirming that I was eligible for a 3000 advance.

So I did the research and found out that I didn’t get accepted for the refund advance is because I had an offset on my last year taxes from the state which was paid off, but offsets stays on your record for 12 months regardless if it’s paid in full or not.
