The IRS has not yet announced a date when e-filing of 2023 tax returns will start. TurboTax lets you "e-file" now, but TurboTax will just hold it until the IRS begins accepting returns. As DoninGA said, your refund advance cannot be approved until your tax return is sent to the IRS and the IRS accepts it.
