If I purchase the Costco Turbotax Deluxe Federal for $47.99, canI use the 10$ credit toward upgrading to turbotax Premier and how much would it cost me?

Upgrading from the Deluxe desktop CD/Download edition to the Premier desktop edition would be an additional $35 when the upgrade is purchased from TurboTax. The credit would not be applied.

The TurboTax desktop CD/Download editions all include the same forms, schedules and worksheets regardless of which desktop edition you use. You only receive more help using the higher priced desktop editions.

Why doesn't the $10 apply? Costco says:

The $10 credit can be used toward one of these optional, paid add-ons:

State e-file fees: Save time by e-filing your state return (State e-file fees do not apply to TurboTax Business product).
State product: If you need to add other states beyond what your product includes (if any), you can purchase them from within TurboTax.
Audit Defense: Guidance and full representation from a licensed tax professional in the event of an audit. You’ll never deal with the IRS or state tax agencies.
TurboTax upgrade: You can upgrade directly within TurboTax to a higher Desktop version and pick up where you left off. (Product upgrade does not apply to Home & Business and Business products.)

What do you mean more help? I don't need anymore help except I need to be able to have the software download my investments from my broker to the tax form. Will TurboTax Deluxe do that?

@Falconi1 In this case the credit may apply if you are using the license code you received and used when installing the TurboTax software.

If you do not see the credit being applied then contact TurboTax support for assistance.

Yes it looks like the $10 credit can be used to upgrade. But you should be able to import your investments into Deluxe. All the Desktop programs have the same forms, you just get more help in the higher versions.
