TurboTax cannot block a tax return from being filed using other tax preparation software or being filed by a tax professional or individual.

Using TurboTax a 2021 tax return can only be printed and mailed, it cannot be e-filed.

If you are using another service or tax professional that can e-file a 2021 tax return, that return can be rejected by the IRS if another tax return has already been received by the IRS with the same Social Security number.

if you are not using a professional tax preparer it could be that the self-preparation software does not allow e-filing of 2021. This has nothing to do with Turbotax.
