yes it's possible te iRS made a mistake. however, now the IRS reords show it paid you and will be looking for it when you file. just omitting it won't work. the IRS will recompute your taxes and reduce your refund accordingly or send you a bill. you need to contact the IRS and speak to an agent. maybe it did send you this payment espcially if it took it too long to timely refund your 2021 overpayment but the check got lost in the mail.

800-829-1040
First choose your language.
Then 2
Then 1
Then 3
Then 2
When asked for SSN do nothing it will ask twice
Then 2
Then 4
You should then be transferred to an agent

I have received a 1099-int from from IRS for the interest it claims to pay me for 2022. However, I have never received any check or direct deposit from IRS in 2022. The only transaction from IRS is the refund of overpayment of my 2021 tax return, which is the exactly number on the 2021 tax return.

Any chance IRS makes a mistake and how shall I tell turbo tax to handle it? Thank !
