I submitted my 1040 twice and it was rejected both times. I was charged the "owed" amount each time it was submitted.

3rd time was the charm and my 1040 was accepted, except this time I selected to pay by check. Do I still need to send check, or because I was overcharged twice that I will get a refund?

I am unsure what you mean by drated, on my credit card account it states it is pending. I may have been able to answer my own question and maybe you can confirm. It sounds like the charges are possibly "hold" charges and will be dismissed once the failures are finalized in their processing. So it does sound like I still need to send the payment in for the amount owed on the final form that was accepted.

Does that sound accurate?

Yes, if the return was rejected the first two times, those holds should drop.
The IRS will follow the one that was accepted that said you would mail a check.

You can certainly mail a check or this is the IRS page where they can take payments for amounts due on returns or for estimated payment. Please be sure to select which type of payment.
