    <description>&lt;P&gt;&lt;SPAN style="font-size:14px;"&gt;If you have certain debts, the IRS may have reduced your refund to pay them.&amp;nbsp; Unfortunately, TurboTax doesn't receive any information relating to the offset of a taxpayer's refund from the IRS.&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&lt;SPAN style="font-size:14px;"&gt;The Department of Treasury's Bureau of the Fiscal Service (BFS) issues IRS tax refunds, and Congress authorizes the BFS to conduct the Treasury Offset Program (TOP).&amp;nbsp; Through the TOP program, BFS can reduce your refund and offset it to pay:&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;
&lt;UL&gt;
 &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;Past-due child support;&lt;/SPAN&gt;&lt;/LI&gt;
 &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;Federal agency non-tax debts;&lt;/SPAN&gt;&lt;/LI&gt;
 &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;State income tax obligations; or&lt;/SPAN&gt;&lt;/LI&gt;
 &lt;LI&gt;&lt;SPAN style="font-size:14px;"&gt;Certain unemployment compensation debts owed to a state (generally, these are debts for (1) compensation paid due to fraud, or (2) contributions owing to a state fund that weren't paid).&lt;/SPAN&gt;&lt;/LI&gt;
&lt;/UL&gt;
&lt;P&gt;&lt;SPAN style="font-size:14px;"&gt;You can verify whether your refund is offsetting a debt by calling the Bureau of the Fiscal Service's Treasury Offset Program.&amp;nbsp;&amp;nbsp;You'll find the number in the IRS' &lt;/SPAN&gt;&lt;A href="https://www.irs.gov/taxtopics/tc203" target="_blank"&gt;&lt;SPAN style="font-size:14px;"&gt;&lt;STRONG&gt;Topic Number 203 - Reduced Refund&lt;/STRONG&gt;&lt;/SPAN&gt;&lt;/A&gt;&lt;SPAN style="font-size:14px;"&gt;. &amp;nbsp;&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;
