NY needs an accepted Fed return and tthe Feds start accepting on Jan 23.

Once your return has been processed by New York State, you will typically receive your refund within 15 days if you select direct deposit. If your refund is scheduled to be mailed, then you should receive your refund within 30 days of the processing date.

If you have not received your refund within 30 days of the processing date, call 518-457-5149.

Also, as mentioned by @ee-ea, your Federal Return must be accepted first before your NY process your return. The IRS will start accepting returns on 1/23/2023.
