TPG refund significantly lower

I received a deposit this morning from TPG for $83 when I was supposed to get a return of $2800 after the IRS offset my return. The balance of $2800 was supposed to be sent to my bank by this morning. When I checked the TPG site all that had been received it shows is around $250. Why would my return be so much lower after my return was already offset and the IRS confirmed a balance of $2800?

I already know the reason for the offset. I was supposed to receive the remaining balance of $2800 and yet only received $83. I'm trying to figure out why it was so much less than what the IRS stated I was owed. The offset that knocked me to $2800 is something I was already aware of.
