Amended Returns: Do I Need to File State and Federal?

I just amended my taxes today. I only made changes to my federal return, but I had to pay for both federal and state. Do I also still need to mail out my state return if nothing was changed? If I don't need to file my unchanged state, why did I have to pay for both?

Please reach out to TurboTax Customer Support to have someone review the fees with you. You should not have to pay twice for an amended return. To get you to the right person, use the keywords billing issues.

Unfortunately, when I called they said that even with not amending my state taxes, I still have to pay both. Thank you for your help though!
