      <description>&lt;P&gt;The IRS did not start issuing refunds for returns that included the Child Tax Credit &amp;amp; the Additional Child Tax Credit.&amp;nbsp; The refunds started to be issued in mid to late February &amp;amp; most refunds should be received by March 1st.&lt;/P&gt;</description>
