I filed on February 1st they were accepted on the 3rd its been 21 days where my return?

The 21 days is an IRS target, it is not a guarantee.

If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds

I have done that and it says it can't give me any information.

Then you will have to wait. The IRS is overloaded with tax returns from 2019, 2020 and now 2021. Hopefully they will get to your 2021 tax return shortly. Check back at least once a week on the IRS website.
