Why do I have a Refund Processing Service fee?

I purchased Turbo Tax Deluxe (CD, for $39.99+tax) and selected e-File for Federal and state. I'm ready to file and now I'm seeing a $24.99 fee for state filing (as expected), but now I'm also seeing a $39.99 Refund Processing Service fee for the first time at the time I'm trying to file. I've never had this processing fee before. Where did this come from, and how do I opt out?

are you requesting that $24.99 to be deducted from your federal refund? That adds a refund processing fee.
