So my question is I got that message on IRS track my refund. Does this message mean that I will have my refund deducted or is this the standard message after approved

It is not a standard message ... the IRS has an "offset" on your SS# which means your refund is being attached for some kind of debt. Once the debt is satisfied they will release any excess refund amount to you.
