I live in Thailand. 6 months ago, I emailed my irs tax forms to a relative in the states in order for them to mail it onward. Enclosed was a letter explaining why I did this. The IRS returned the forms back for a signature-they wouldn't accept the photocopied one.

-I am now returning to the US and will have a new address. Can I attach a new information(first page of the 1040) with the returned submission, along with a letter explaining the situation?

No letter or explanation is required.

Just change your mailing address on the first page of the Form 1040 along with a signed and dated page 2 of the Form 1040. Mail the tax return to the IRS using the address shown on the IRS letter you received.

Thanks, but I have to return my original 1040 with form 2555, because there are rec. stamps on them.
