      <description>&lt;P&gt;You are not required to submit a payment with your Installment agreement request however you can make a payment with the request&amp;nbsp;to bring down the financed amount for less interest accrual.&amp;nbsp;&amp;nbsp;&lt;/P&gt;</description>
