After the log into Turbo Tax, scroll to the bottom of the the page where it says Your tax returns & documents. Select show more and select year 2019.

You may need to follow a few steps once you log in to access the documents tab. Please see this TurboTax FAQ for more information on how to access a prior year's tax return.
