I try to finish however it tells me I can not complete the amendment

You can’t amend a return unless the return was first accepted by the IRS.

Why are you using the amending process??? That's only for an already-filed return.

Have you already filed an original return or not?? i.e., are you still working on the original return but need to add something to it prior to filing and started amending by mistake?

Did you start a formal amended return Form 1040X by mistake?

You do NOT start an amended return to open an unfiled return back up to continue it.

If you have not already filed an original return, and if you actually started an amended return by mistake, we can tell you how to undo the amended return, once we understand your situation. And we can tell you the right way to get back into your return interview to make whatever corrections you are doing.

That could be because TurboTax has not yet finalized the amending process for 2020 returns. The Amended Return Form 1040X is currently scheduled to be available March 18 (previously had been March 25.) But if you haven't yet filed the original return, you should not be using the amending process at all.
