What is the difference between accepter and approved? thank you

Accepted means your return has been received for processing.

Approved means the IRS has approved your refund (although it may be for a different amount than what you filed).

So it could say its been accepted but later not approved by the IRS? is that common that everything has been accepted but not approved by the IRS?
