Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.

My state was excepted when I log on to the Georgia state website it shows my amount there in green and it was excepted so what does it mean the green amount to be there

Most likely green means a refund. But GA says to allow 90 days.
