It is possible to owe federal tax and get a state refund, or to owe state tax and get a federal refund.

It is NOT possible to owe federal tax and get a federal refund, or to owe state tax and get a state refund.

If you mean you owe back taxes, the IRS will seize your 2020 refund to pay those.
