How can the predatory Refund Processing Fee be reimbursed?

I was led to believe that the Refund Processing Fee, based on its name, is required in order to process my refund. I have now learned that it is not, and was surprised to learn that it added at extra $45 to the cost of my refund. I was not aware that I would be paying such a fee, and would like for it to be reimbursed. If I was aware of the fee, I would have simply paid a different way. This is obviously a predatory fee.
