When filing, I cannot select payment from my refund. I'm not sure why.

Until the efiling system has opened AND all the forms in your return are ready to go (check the REVIEW TAB) that option will not be presented.

The pay with refund option with the $40 service charge is not yet available. Check back later in January.

Plus your federal refund has to be big enough to cover the fees plus the Extra $40 Refund Processing Service charge (45 in California).
