When you file the 2020 federal tax return the new bank routing and account number can be entered in the File section of the program. There is no other way to change bank information with the IRS.

The IRS only has your bank account information from a federal tax return.

As Super Champ @DoninGA said, you can change your bank information when you file your 2020 return.

The IRS will not allow you to update your bank info using Get My Payment. If your bank information is invalid or the account has been closed, the bank will return your payment to the IRS and we will mail it to you by check at the address we have on file. Even if you were able to, at this point, it is probably too late to update your information for the third stimulus. Payments are already going out.
