TurboTax does not receive any information from the IRS or state after you file your tax return. So TT does not know if or why the IRS or state changed something on your return or reduced your refund for some reason. You will receive a letter of explanation from the state or the IRS. It is not clear from the way you worded your question which refund you are referring to. You mentioned amounts of $690 and $1252--but we cannot see your tax returns. We do not know if you are referring to federal or state amounts.
