You can use TurboTax, but you have to mail the amended tax return.

Appreciate that. Turns out that early this year I did already log in and filled out the 1040x and the 8911 and somehow forgot. Once I navigated to the prior year returns and clicked on the 2018 return, it was all there with the correct amounts filled in, I just never finalized and printed it. Unfortunate that I had to print 70+ pages and I have to mail to both the fed and the state, massive waste of paper, toner and postage, but I'll get some cash back out of it.
