The gross amount of payments is your "proceeds". What did you report as your "cost" ?

Since you did not report your cost basis on the original return they don't have it ... so to respond to the IRS notice you will need to amend your return and send in the corrected form 8949 & Sch D. Read the notice carefully for the directions to respond.
