Does TurboTax allow you to set up auto-withdrawal from your checking account if you are not e-filing?

If you are referring to a direct debit from your bank for federal taxes owed, that is not available if you are not e-filing the tax return. But you can use the IRS payment website with Direct Pay - https://www.irs.gov/payments
