Hi, I signed up for the insurance you offered when I filed my taxes. My income tax return was under review as of 2/21/2020 and it has been passed the 60 days still with no refund. I have called the number the IRS provided but cannot get a person to help. What are my next steps?

The IRS has not processed any mailed documents for some time and hasn't said when the processing will resume.

Since it has been so long, you can try getting help from the Taxpayer Advocate Service: https://www.irs.gov/taxpayer-advocate

It's not exactly clear what you are asking. If you used the TurboTax online program to prepare you 2018 tax return in 2019, then you should be able to access it using this link: https://ttlc.intuit.com/community/prior-year-return/help/how-do-i-access-my-prior-year-return/00/27010
