I want to pay the fee before the direct debit how do u do it

In the File section of the program on Step 1 you are required to choose how to pay the TurboTax account fees. Select pay by credit card. Payment of taxes owed is on Step 2

If you already filed your return & it has been accepted, you can cancel the payment for Federal & then you can pay in full on the IRS website.

Call IRS e-file Payment Services 24/7 at 1-888-353-4537 to inquire about or cancel your payment, but please wait 7 to 10 days after your return was accepted before calling. Cancellation requests must be received no later than 11:59 p.m. ET two business days prior to the scheduled payment date.

https://www.irs.gov/payments/pay-your-taxes-by-debit-or-credit-card

If you set up a payment for State, you would have to go to your State's website to see if you can cancel the payment & then pay in full on their website.
