There is a known issue with Form 2210 right now, see below. If you don't want to or need to include the form, you can try going back to the interview and selecting ''Let the IRS calculate the penalty - bill me later''. This will remove Form 2210 from your return.

You can type ''underpayment penalty'' in the search box and use the Jump to link to get back to those questions. Skip through them until you get to that question. It will be last, see attached.

If that does not work or you are still having issues, click the sign-up link in the FAQ Notice below and you will get an email letting you know when the issue has been resolved. https://ttlc.intuit.com/replies/7185206

BEWARE: the software fix today did not resolve this problem. It overrode the error message in the TurboTax software but the RETURN IS REJECTED BY THE IRS. We do not owe a penalty but we cannot delete this form from our return. The error message from the IRS is that if you are requesting an 85% waiver you have to attach a statement of explanation. There is no option to attach a statement on Line A, but we used the option to attach a statement on line B and resubmitted only to have our return rejected a second time; the software wasn't attaching the statement. Spent some time on the phone with product support tonight and they could see other people calling in with the same problem. I would recommend not submitting your return yet if you have been affected by this error. It is not resolved.

I have submitted 4 times! All rejected with the following error:

F2210-003 - If Form 2210, Part II, Line A checkbox 'WaiverOfEntirePenaltyInd' is checked, then [WaiverExplanationStatement] must be attached to Form 2210.

Where is the Waiver Explanation Statement? Isn't 85% Waiver mentioned next to Checkbox A, the explanation as outlined in worksheet for form 2210?

Is IRS software buggy! Or TT buggy! Are they misreading the leading space in the '85% Waiver' text? I see at least 3 leading spaces. Just a thought.

BTW, I did update TT to 02/16/2019 update. Still no go as...

There you go.. This is well planned given the govt shutdown backlog.... Good luck to every one paper filing to get the returns processed!!! They were estimating 1 year and some odd days before IRS can open up your returns... TT can't even work this out a simple issue with IRS!! I don't see the benefit of buying this software and then to paper file.. 99% common people (Excluding corporations and top 1%) are upset how they all got shafted with tax cut and now people affected by this bug can't get their returns accepted and get their refund back on time. The refund money is people's money, it is not something the govt is giving away like they bailed out (for FREE) all the big banks.....
